Article 1 in order to ensure the uniformity, accuracy and reliability of measurement standards and measurement standards, and strengthen the supervision and management of measurement comparison, these measures are formulated in accordance with the relevant provisions of measurement laws and regulations
Article 2 These measures are applicable to metrological comparison and supervision and administration within the territory of the people's Republic of Chinaparticipation in international measurement comparison shall be carried out in accordance with the relevant provisions of the General Administration of quality supervision, inspection and Quarantine (hereinafter referred to as the General Administration of quality supervision, inspection and Quarantine)
Article 3 the measurement comparison mentioned in these Measures refers to the process of transferring, comparing and analyzing the quantity values reproduced between the same measurement standards and standards with the same accuracy level or within the specified uncertainty range under the specified conditionsthe measurement comparison specified in the preceding paragraph includes:
(1) the comparison of measurement standards or measurement standard values that have passed the assessment of the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China and obtained the measurement standard certificate or measurement standard Assessment Certificate (hereinafter referred to as the national measurement comparison)
(II) comparison of measurement standard quantities that have passed the examination of local quality and technical supervision departments at or above the county level and obtained the measurement standard examination certificate (hereinafter referred to as local measurement comparison)
Article 4 the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China shall be responsible for the supervision and management of how to judge the good and bad measurement comparison of testing machinesthe local quality and technical supervision departments above the county level are responsible for the supervision and management of measurement comparison within their respective responsibilities
Article 5 the State shall implement measurement comparison according to the needs of ensuring the effectiveness of the value transmission system and the principles of overall planning, economy and rationalityArticle 6 the national measurement comparison can be reported and implemented by the national professional measurement technical committee or the regional national measurement and testing center to the AQSIQ, or the AQSIQ can directly designate the national professional measurement technical committee or the regional national measurement and testing center to organize the implementation
Article 7 to apply for national measurement comparison, the declaration of the national measurement comparison plan shall be submitted to the AQSIQ in accordance with the prescribed requirements. If it is reviewed and approved by the AQSIQ, the reporting unit shall be used as the organizational unit to organize the implementation of national measurement comparison
if the national measurement comparison is designated, the national professional measurement technical committee or the regional national measurement and testing center designated by the AQSIQ shall be the organizational unit to organize and implement the national measurement comparison
Article 8 the organizational unit shall determine the leading laboratory and reference laboratory of national metrological comparison in the metrological technology institutions established or authorized by law, and report to the AQSIQ for the record
the registered leading laboratory and reference laboratory shall not refuse to carry out national measurement comparison as the leading laboratory or reference laboratory without proper reasons and the written consent of AQSIQ
Article 9 the leading laboratory shall meet the following conditions:
(I) the measurement benchmark or measurement standard meets the national measurement comparison requirements, and can ensure the accuracy of the measurement value during the whole national measurement comparison
(II) it can provide stable and reliable transmission. 4.3.2 the radius of the sphere of the headform should be 95 ± 1mm standard or sample
(III) have technicians who are suitable for the national measurement comparison work they are engaged in
Article 10 the reference laboratory shall have the measurement benchmark or measurement standard involved in the national measurement comparison
Article 11 the organization unit can organize and establish an expert group according to the needs of Audi and other manufacturers who currently use such products. The expert group can participate in the review of measurement comparison data of relevant countries and provide advice on controversial technical issues
Article 12 the leading laboratory shall conduct preliminary experiments before the start of national measurement comparison, including the stability experiment and transportation characteristic experiment of transfer standards or samples
Article 13 the leading laboratory shall draft the national measurement comparison plan according to the preliminary experiment
the national measurement comparison scheme shall be determined by the organization unit after the leading laboratory solicits the opinions of the reference laboratories
the national measurement comparison scheme should include the targeted quantity, purpose, method, transmission standard or sample, route and time arrangement, technical requirements, etc., and comply with the requirements of measurement technical regulations
Article 14 the leading laboratory and the reference laboratory shall carry out national measurement comparison according to the national measurement comparison scheme
National Metrology comparison shall not be delayed without proper reasons and without the consent of the organization unit to regularly check the tightness of fixture screws
Article 15 after the national measurement comparison is completed, each reference laboratory shall submit the national measurement comparison results to the leading laboratory within the time specified in the national measurement comparison plan
the results of national measurement comparison should include:
(I) copies of national measurement comparison data. If the data is deleted or modified, the traces of deletion and modification should be retained
(II) uncertainty analysis of national measurement comparison results
